He was born in Tirana, Albania. On 19 July 1972. In his childhood, he distinguished himself with his talent as an actor in the programs of "Radio Tirana," especially in radio dramatizations for children at the time, directed by Director Paulin Shkjezi. He participated in theater groups in cultural houses at the time and in sports such as athletics and football. With a complex biography from his mother and father and a special sensitivity, he started his creations at an early age. His difficult childhood, raised by grandparents, with parents divorced for political reasons of the time, directed his creativity towards social rebellion, bringing him to the public's attention first as a composer and then as an actor. Two qualities that Erand inherited from his father, grandfather, aunt, and uncle. His talent and determination to reach his goals were confirmed during his studies at the "Academy of Fine Arts" in Tirana. In the Scenic Art faculty, throughout his life up to And he graduated from the Academy of Fine Arts (University of Arts) in 2003.

Now retired, Judge Tochka teaches at New England Law | Boston and enjoys spending time with his grandchildren.
His father emigrated to the United States from Korçë, Albania at the age of seventeen and Judge Tochka grew up in Boston, MA. He received a BA from Boston College in 1978 and a JD from St. Louis University School of Law in 1981. Judge Tochka began his career as a prosecutor in the Boston Suffolk County District Attorney's Office before being promoted to the Homicide Unit. Between 1997 to 2002, he served as the Chief of the Gang Unit prosecuting major crimes.
As a judge, he began a probation program to help gang-involved youth stay out of prison and pursue education and job opportunities. He also helped create an advanced trial training program to help young attorneys develop their oral advocacy skills, and a summer internship program for law students from diverse backgrounds to work with judges of the Boston Municipal Court. Perhaps one of his most significant contributions, Judge Tochka founded the AABA in 2010. He continues to serve on the AABA board and is actively involved in its leadership.

Pavli Permeti, born in Berat, Albania, and a migrant to the United States at age of twelve, is an attorney based in Boston, Massachusetts. A graduate of Suffolk University, he earned both a Bachelor of Science in Accounting and Government and a Master of Science in Finance from the Suffolk University Sawyer Business School. During his university years, Pavli worked as a legal assistant at the Law Office of Ernst Guerrier. He later attended Suffolk University Law School, where he was recommended by Ernst Guerrier, an alumnus and active member of the university. At law school, Pavli held the role of President of the Albanian American Law Students Association and served as Production & Online Editor for the Suffolk University Law School Journal of Health & Biomedical Law.
Following law school, he pursued further specialization in tax law at Boston University School of Law, obtaining an LL.M. in Taxation. Pavli's professional journey includes experience as a financial analyst in the marketing industry and roles at mid-sized law firms focusing on tax and corporate transactions. Before his current position, he practiced at a law firm outside of Boston, dealing with business consulting, estate planning and real estate transactions, and provided international tax consulting at large accounting firms.
Currently, Pavli is an associate in the Tax, Estates & Employee Benefits Group at Eckert Seamans Cherin & Mellot, LLC. He offers strategic advice on tax, business organization, financial transactions, and real estate to both profit and not-for-profit organizations. His expertise spans domestic and international tax planning, mergers and acquisitions, corporate governance, and regulatory compliance. Pavli’s professional reach extends to advising clients in industries such as business services, wealth management, finance, real estate development, and aviation.
An active member of the Massachusetts, Boston, and New York State Bar Associations, and the Albanian American Bar Association, Pavli is also committed to community service. He is a founder and board member of the Fan S. Noli Library & Cultural Center and participates on the board of the 2024 Noli Film Festival.
